MPOs and RPOs

Metropolitan and Rural Planning Organizations (MPOs and RPOs) are local planning organizations responsible for regional planning and programming for all modes of transportation. 

Purpose and Mission

  • Evaluate the performance of regional transportation systems
  • Calculate the resources required to maintain, improve, and expand regional transportation facilities
  • Work closely with PennDOT on local and statewide transportation matters

Role in the Planning Process

  • Update each regional Long-Range Transportation Plan every four or five years
  • Update regional Transportation Improvement Programs (TIPs) every two years
  • 24 regional TIPs are combined with two statewide TIPs to create the State Transportation Improvement Program (STIP) or the first four years of the 12-Year Program (TYP)

MPO and RPO Profiles

Adams County Transportation Planning Organization MPO

Region description

The Adams County Transportation Planning Organization is the Metropolitan Planning Organization for Adams County (ACTPO). Together with PennDOT, the ACTPO is responsible for the transportation systems in all of the municipalities that comprise Adams County.

Bicycle and Pedestrian Travel

Pennsylvania Bicycle Route S traverses Adams County using State Route 234.

Transit

Freedom Transit, a division of The Central Pennsylvania Transportation Authority, provides public transportation on three fixed routes which serve the Gettysburg area. Rabbittransit, a separate division, provides transit options to individuals with disabilities and senior citizens. Rabbittransit also provides daily express service to Harrisburg.

Gettysburg Regional Airport and Mid Atlantic Soaring Center Airport are Adams County’s two public aviation facilities. The largest, Gettysburg Regional Airport, is a general aviation service facility located outside of Gettysburg Borough with almost 10,000 annual operations.

Cambria County MPO

Region description

The Cambria County MPO is the Metropolitan Planning Organization for Cambria County and two municipalities (Paint and Windber boroughs) located in Somerset County. Together with PennDOT, the Cambria County MPO is responsible for the transportation systems throughout the MPO region.

Bicycle and Pedestrian Travel

Cambria County has several on-road bicycle routes that total nearly 60 miles. The Ghost Town Trail is one of the several off-road hiking trails located within the region. Transit

Public transportation services are provided throughout Cambria County by public carriers. The Cambria County Transit Authority (CamTran) is the principal public transit carrier within the county and has both Urban and Rural divisions. CamTran provides fixed-route transit service in the Johnstown urbanized area and remainder of the county. The county-wide, fixed-route service is augmented with demand response and paratransit services. CamTran also operates the Johnstown Inclined Plane, which is the world's steepest vehicular inclined plane and is listed on the National Historic Register, serving local commuters and tourists. Amtrak provides daily east and westbound passenger service.

Rail Freight

Rail freight services within the region are provided by Norfolk Southern Corporation, R.J. Corman and CSX.

Aviation

Gettysburg Regional Airport and Mid Atlantic Soaring Center Airport are Adams County’s two public aviation facilities. The largest, Gettysburg Regional Airport, is a general aviation service facility located outside of Gettysburg Borough with almost 10,000 annual operations.

Delaware Valley Regional Planning Commission MPO

Region description

The Delaware Valley Regional Planning Commission (DVRPC) is the Metropolitan Planning Organization for the nine-county region that includes Bucks, Chester, Delaware, Montgomery and Philadelphia Counties in Pennsylvania, as well as Burlington, Mercer, Camden, and Gloucester Counties in New Jersey. Together with PennDOT, DVRPC is responsible for the transportation systems in Pennsylvania’s five-county region.

Bicycle and Pedestrian Travel

Three Pennsylvania Bicycle Routes are located within the DVRPC MPO region: Routes E, L, and S. More information on the DVRPC’s trails can be found at Circuit Coalition website.

Transit

The Southeastern Pennsylvania Transportation Authority (SEPTA) is the primary provider of mass transit in the Pennsylvania portion of the DVRPC region. SEPTA operates regional rail, subway/elevated rail, trolley, trackless trolley and bus service throughout Southeastern Pennsylvania, and also offers service to the elderly and individuals with disabilities through a customized paratransit unit.

In addition to SEPTA, DVRPC’s region is also served by a number of other transit carriers. New Jersey Transit serves the New Jersey portion of the DVRPC region and extends into the City of Philadelphia, and the Delaware River Port Authority (DRPA) runs its Port Authority Transit Company (PATCO) line from Lindenwold in New Jersey to Philadelphia. Amtrak daily commuter train service connects Philadelphia to New York City, Washington, D.C. and other destinations along the Northeast Corridor, as well as to Harrisburg, Pittsburgh and other points west. Pottstown Area Rapid Transit (PART) serves the Pottstown area in upper Montgomery and Chester Counties, and daily state-supported intercity bus service is provided to the Delaware Valley by Greyhound Lines and Fullington Trailways. Additional state supported transit services in the DVRPC region include ChescoBus in Chester County, as well as Doylestown Area Rapid Transit (DART), Richboro-Warminster RushBus, and Bristol RushBus in Bucks County.

Rail Freight

The rail freight network in the DVRPC region is anchored by two major (Class I) freight railroads, CSX Corporation and Norfolk Southern Corporation, which operate interstate routes and provide daily scheduled services to and from the region. In addition, Conrail Shared Assets offer direct services to their customers.

Aviation

Philadelphia International Airport is the Delaware Valley’s premier aviation facility. The airport is served by a variety of airlines and provides connections to many national and international destinations. Philadelphia International Airport also includes major UPS and FedEx cargo operations. In addition to Philadelphia International Airport, the Pennsylvania portion of the DVRPC region is served by seven reliever airports, five general aviation airports, one seaplane base and three public use heliports which provide the necessary facilities for corporate jets, general aviation, law enforcement, medical and news gathering operations. These airports include Brandywine Regional Airport, Chester County/G.O. Carlson Airport, Doylestown Airport, Heritage Field, Horsham Valley Airways Heliport, New Garden Flying Field, Northeast Philadelphia Airport, Penns Landing-Pier 36 Heliport, Pennridge Airport, Perkiomen Valley Airport, Philadelphia Seaplane Base, Pottstown Municipal Airport, Quakertown Airport, Total RF, Van Sant Airport, and Wings Field.

Centre County MPO

Region description

The Centre County Metropolitan Planning Organization (CCMPO), together with PennDOT, is responsible for the transportation systems throughout the 35 municipalities that comprise the Centre County region.

Transit

The Centre Area Transportation Authority (CATA) is a Joint Municipal Authority serving the six Centre Region municipalities, as well as Bellefonte Borough, Spring Township and Benner Township. CATA is the public transportation system that provides fixed-route and paratransit service between downtown State College, the Penn State University Park Campus and surrounding municipalities. The Centre County Office of Transportation (CCOT) provides paratransit service in all areas of Centre County.

Rail Freight

The SEDA-COG Joint Rail Authority owns active rail lines in Centre County; operations are provided by the Nittany and Bald Eagle Railroad and focus on freight movements. Norfolk Southern Corporation possesses track rights over the Nittany and Bald Eagle Railroad from Lock Haven to Tyrone. The R. J. Corman Railroad Group, LLC/Pennsylvania Lines operates along the boundary shared between Centre County and Clearfield County.

Aviation

Centre County is served by one commercial scheduled service airport, four general aviation airports and one glider port. The University Park Airport is a commercial scheduled service airport served by four commercial commuter airlines (Delta, United, American Airlines and Allegiant), with frequent nonstop service to major hubs at Detroit, Washington Dulles, Philadelphia, Orlando, Clearwater and Tampa/St. Petersburg. Occasional service is also available to Atlanta and Chicago O’Hare. University Park Airport also houses FedEx and flight school operations. The Mid-State Regional Airport, a general aviation airport, also serves as a forest fire attack base for the DCNR. The three other general aviation airports are Bellefonte, Penns Cave and Centre Airpark. The glider port is the Ridge Soaring Gliderport.

Franklin County MPO

Region description

The Franklin County Metropolitan Planning Organization (Franklin County MPO), together with PennDOT, is responsible for the transportation systems throughout the county.

Bicycle and Pedestrian Travel

Transit

Rabbittransit’s operations in Franklin County consist of shared ride demand response programs for senior citizens, persons with disabilities and the general public. Currently, there is no fixed route bus service in Franklin County.

Rail Freight

Two major freight railroad lines (Norfolk Southern and CSX Transportation, Inc.) serve Franklin County. Norfolk Southern’s mainline connects Hagerstown, Maryland, with the major yards in the Harrisburg area.

Aviation

One general aviation airport, the Franklin County Regional Airport, serves Franklin County and the surrounding area.

Erie County Planning Department

Region description

The Erie Metropolitan Planning Organization (Erie MPO) is the Metropolitan Planning Organization for Erie County. Together with PennDOT, the Erie MPO is responsible for the transportation systems in all municipalities throughout Erie County.

Transit

Erie Metropolitan Transit Authority (EMTA) is the area’s primary provider of public transit. EMTA provides public transit service along major highway routes, with park-and-ride lots within the urbanized area. EMTA also provides demand response and paratransit service within the county of Erie. The Intermodal Transportation Center on the Bayfront’s Holland Street Pier provides access to cruise ships and commercial bus carriers. Greyhound Lines provides daily bus service to locations across North America. These operators provide scheduled service, route service, charter group and party levels of service ranging from local and regional to interstate connections. Amtrak passenger train service connects Erie with Cleveland and Chicago to the west, and Buffalo and New York City to the east.

Rail Freight

Two major freight rail lines serve the Erie area: Norfolk Southern Corporation and CSX Transportation Inc. Bessemer and Lake Erie Railroad, Western New York and Pennsylvania, and the Buffalo and Pittsburgh Railroad (Class II), Inc. also serve the county.

Aviation

The Erie International Airport (Tom Ridge Field) is served by United, Delta and American Airlines. These major airlines connect a significantly growing number of travelers in the Erie metropolitan area with over 1,100 national and international cities. Erie International has a Federal Trade Zone allowing for commercial cargo shipments. Two general aviation airports also service the county.

Harrisburg Area Transportation Study MPO

Region description

The Harrisburg Area Transportation Study Metropolitan Planning Organization (HATS MPO) covers all the municipalities in Cumberland, Dauphin and Perry Counties. Together with PennDOT, HATS MPO is responsible for the transportation systems in the three-county region.

Bicycle and Pedestrian Travel

The Capital Area Greenbelt is a 20-mile hiking and biking trail within the Harrisburg area.

Transit

Capital Area Transit (CAT) is the Harrisburg area’s primary provider of public transportation. CAT provides public transit service along major highway routes, with park-and-ride lots within the urbanized area. CAT provides demand response paratransit service for senior citizens and individuals with disabilities in Dauphin County, while rabbittransit provides these services in Cumberland and Perry Counties. Daily intercity bus service is provided by Fullington Auto Bus Company and Greyhound Lines. These operators provide various levels of service ranging from local and regional to interstate connections. Express bus service from York to Harrisburg is provided by rabbittransit. Amtrak daily commuter train service connects Harrisburg to Lancaster, Philadelphia and points along the Northeast Corridor, as well as to Pittsburgh and points west.

Rail Freight

Two major freight railroad lines (Norfolk Southern and CSX Transportation, Inc.) serve the Harrisburg area. Norfolk Southern has a classification yard in Enola and two intermodal freight facilities at the Rutherford and Harrisburg yards. The Rutherford Yard is near the I-83/US 322 Eisenhower Interchange in Swatara Township, and the Harrisburg Yard is near the interchange of I-81 and US 22/322 in the City of Harrisburg. CSX Transportation, Inc. serves the Harrisburg area with trackage rights from the Shippensburg area to the Enola Yard.

Aviation

The Harrisburg International Airport is served by several major airlines including Allegiant, American Airlines, Delta, Frontier Airlines, and United Airlines. These airlines connect the metropolitan area with national and international cities. Bendigo Airport and Carlisle Airport, both general aviation airports, also service the area.

Lehigh Valley Transportation Study MPO

Region description

The Lehigh Valley Transportation Study (LVTS) is the Metropolitan Planning Organization (Lehigh Valley MPO) for all of Lehigh and Northampton Counties. Together with PennDOT, the LVTS is responsible for the transportation systems throughout the two-county MPO region.

Pennsylvania Bicycle Route L traverses Lehigh County.

Transit

The Lehigh and Northampton Transportation Authority (LANta) is charged with operating a public transportation system in the metropolitan area consisting of Lehigh and Northampton Counties. LANta operates the LANtaBus system, a network of 28 fixed bus routes and 12 special routes throughout the Lehigh Valley and is concentrated in urbanized areas of the cities of Allentown, Bethlehem and Easton and surrounding boroughs and townships. LANta also administers the LANtaVan program, a fully coordinated human service transportation network covering Lehigh and Northampton Counties, which arranges specialized door-to-door transportation services for individuals with disabilities and the elderly. LANta contracts with Easton Coach Company, Inc. to administer and operate these services.

Rail Freight

Norfolk Southern is the primary Class I railroad operator in the Lehigh Valley. Other railroads servicing the region include East Penn Railroad and NDC Railroad company.

Aviation

The Lehigh Northampton Airport Authority (LNAA) owns and operates three public-use airports in the Lehigh Valley. Lehigh Valley International Airport (LVIA) is located on 2,600 acres in Lehigh and Northampton Counties. LVIA provides facilities to support scheduled passenger, scheduled cargo, charter and corporate aviation. Queen City Airport is located on 203 acres in the City of Allentown, Lehigh County, and serves as a business category general aviation reliever airport to LVIA for the west-central portion of the Lehigh Valley. Braden Airpark is situated on 72 acres in Forks Township, Northampton County, and serves as a general aviation airport for the east-central portion of the Lehigh Valley.

Lancaster MPO

Region description

The Lancaster MPO is the Metropolitan Planning Organization (MPO) for all of Lancaster County. Together with PennDOT, the MPO is responsible for the transportation systems throughout the county.

Two Pennsylvania Bicycle Routes, Route S and J, are located within the county.

Transit

The South Central Transit Authority (SCTA), through Red Rose Transit, is Lancaster's primary provider of public transit. SCTA provides public transit service along major highway routes, with park-and-ride lots within the urbanized area. Demand response shared ride and paratransit services are provided for senior citizens and persons with disabilities by SCTA. The Keystone Corridor connects Lancaster with Elizabethtown, Mount Joy and Harrisburg to the west. Amtrak provides daily commuter train service connecting Lancaster to Harrisburg, Philadelphia and points along the Northeast Corridor.

Rail Freight

Norfolk Southern is the major rail line serving the Lancaster area with the Dillerville Yard located in the northwestern portion of the City. Other servicing railroads include East Penn Railroad, Landisville Railroad, Columbia and Reading Railroad, and Strasburg Railroad.

Aviation

There are two small private airports and one larger commercial service airport in Lancaster County. The Lancaster Airport is the largest of the airports and provides the most services. The remaining airports include Smoketown Airport and Donegal Springs Airpark. These airports are privately owned, but available for public use.

Northeastern Pennsylvania Alliance (NEPA MPO)

Region description

The Northeastern Pennsylvania Alliance is the Metropolitan Planning Organization (NEPA MPO) for Carbon, Monroe, Pike and Schuylkill Counties. Together with PennDOT, the NEPA MPO is responsible for the transportation systems throughout the four-county region.

Major Corridors within the region include:

    • I-81, I-380, I-476, US 209, PA 309 and PA 61

Bicycle and Pedestrian Travel

The region boasts several hiking and biking trails. The three Pennsylvania Bicycle Routes that are located within the NEPA MPO Region are Routes L, V and Y. More information about bicycle and pedestrian facilities can be found at PA DCNR's website:

Transit

The Schuylkill Transportation System (STS), Monroe County Transportation Authority (MCTA) and Carbon County Community Transportation (CCCT) (which is managed by LANta) provide fixed-route and shared-ride services within their respective counties and provide some connecting routes to adjacent counties and regions. The Pike County Transportation Department offers a Community Transportation System that provides demand response shared-ride and paratransit services for Pike County residents.

Rail Freight

Norfolk Southern is the major rail line serving the Northeastern rural area of Pennsylvania. Other railroads servicing the area are Central New York and Pennsylvania Railroad, Reading Blue Mountain and Northern Railroad, Delaware and Lackawanna Railroad, and Stourbridge Railroad.

Aviation

The NEPA rural area has public-use airports in Carbon, Monroe, and Schuylkill Counties. The East Stroudsburg-Pocono Airport and the Pocono Mountains Municipal Airport are both located in Monroe County. The Schuylkill County/Joe Zerbey Airport is located in Schuylkill County and the Jake Arner Memorial Airport is located in Carbon County.

Lebanon County MPO

Region description

The Lebanon County Metropolitan Planning Organization (LEBCO MPO), together with PennDOT, is responsible for transportation throughout all 28 municipalities that comprise the MPO region.

Highway

Major Corridors within the region include:

Bicycle and Pedestrian Travel

There are more than 70 trails covering 490 miles in Lebanon County, including the Schuylkill Valley Heritage Trail and Royersford Riverfront Trail. A map of bicycle transportation in Lebanon County can be found on Lebanon County's Bicycle Map.

Transit

Lebanon Transit (LT) is the area's primary provider of public transit. LT provides public transit service along major highway routes within the City of Lebanon and surrounding municipalities. LT provides fixed-route transit service as well as demand response rideshare and paratransit service to senior citizens and individuals with disabilities in the Lebanon County area, with additional service into Hershey and to the Hershey Medical Center. The LT Park-and-Ride is located at PA 934 and I-81 near Fort Indiantown Gap and provides daily express bus service into Harrisburg.

Rail Freight

Norfolk Southern's mainline passes through the heart of Lebanon County bisecting the county, connecting Harrisburg to the west and Reading and Philadelphia to the east.

Aviation

Four general aviation airports, Reigle (South Londonderry Twp.), Keller Bros. (Heidelberg Twp.), Farmers Pride (Bethel Twp.) and Deck (Jackson Twp.), and one military airfield, Muir Field (Ft. Indiantown Gap), are located throughout Lebanon County. Residents of Lebanon County travel either to the Harrisburg International Airport (HIA) or Lancaster Regional Airport for scheduled commercial airline service.

North Central PA Regional Planning and Development Commission RPO

Region description

The North Central Pennsylvania Regional Planning and Development Commission (North Central RPO) is the Rural Planning Organization for Cameron, Clearfield, Elk, Jefferson, McKean and Potter Counties. Together with PennDOT, the North Central RPO is responsible for the transportation systems in the six-county region.

Bicycle and Pedestrian Travel

Transit

The region is served by the Area Transportation Authority (ATA) in Johnsonburg. ATA provides a range of both fixed-route and demand response shared ride as well as paratransit services to all six counties in the region. The Fullington Auto Bus Company, Inc. provides intercity bus services from central Pennsylvania to destinations in Harrisburg, Pittsburgh, Wilkes-Barre and Buffalo, NY, and includes scheduled route service, charter, group and party services.

Rail Freight

North Central Pennsylvania is served primarily by short line and regional railroads, including the Buffalo and Pittsburgh (B&P) Railroad, the Western New York & Pennsylvania Railroad and the R.J. Corman Railroad Group, LLC/Pennsylvania Lines. Norfolk Southern's “Buffalo Line” is also located in the region.

Aviation

Commercial aviation service in the North Central Pennsylvania region is provided by two commercial aviation airports: DuBois Regional in Washington Township, Jefferson County and Bradford Regional in Lafayette Township, McKean County. The area is also serviced by three general aviation facilities – Clearfield Lawrence Airport, Punxsutawney Municipal Airport, and St. Mary’s Municipal Airport.

Wayne County

Region description

Northern Tier Regional Planning and Development Commission RPO

Region description

The Northern Tier Regional Planning and Development Commission is the Rural Planning Organization (Northern Tier RPO) for Tioga, Bradford, Sullivan, Susquehanna and Wyoming Counties. Together with PennDOT, the Northern Tier RPO is responsible for the transportation systems in the five-county region.

Transit

The major public transit provider in the region is the Endless Mountains Transportation Authority which provides fixed-route and demand response shared ride as well as paratransit services in Bradford, Tioga and Sullivan Counties. The predominant transit service is demand-responsive because of the rural nature of the region. Susquehanna-Wyoming County Transportation provides demand response shared-ride and paratransit services within Susquehanna and Wyoming Counties.

Rail Freight

Railroads servicing this region are Norfolk Southern, Central New York and Pennsylvania, Lehigh Railway, Reading Blue Mountain and Northern, Wellsboro and Corning Railroad, and the Ithaca Central Railroad.

Aviation

Air service to the region is provided by three airports: Wellsboro-Johnston Airport near Wellsboro, Bradford County Airport near Towanda and Skyhaven Airport near Tunkhannock. The majority of air service to the region has a business and recreational orientation.

Northwest RPO

Region description

The Northwest Rural Planning Organization (Northwest RPO) encompasses Clarion, Crawford, Forest, Venango and Warren Counties. Together with PennDOT, the Northwest RPO is responsible for the transportation systems in the five-county region.

Bicycle and Pedestrian Travel

Three Pennsylvania Bicycle Routes are located within the Northwest RPO including Route A (State Route 19), V (State Routes 208 and 322) and Y (State Route 6).

The region also boasts several hiking and biking trails. The two most significant are the Erie to Pittsburgh Trail and the North Country Trail. An ever-growing network of feeder trails and municipal loop trails are being planned and developed, including the Sandy Creek Trail, Redbank Valley Trail and the Rail 66 Trail.

Transit

Public transportation in the region includes fixed-route and shared-ride demand response services within four counties in the five-county region for both the general public and individuals with more specialized transportation needs. With the merger of the Crawford Area Transit Authority (CATA) and the Venango County Transportation Organization, there is a total of three fixed route transit agencies that operate in the Northwest RPO. They are CATA, the Transit Authority of Warren County and Clarion County Transportation. These are predominately concentrated around the region's urban clusters, which is usually the county seat.

Rail Freight

Norfolk Southern Corporation provides rail service to Crawford County. The Bessemer and Lake Erie Railroad serves Crawford County. The Oil Creek and Titusville Lines operates in eastern Crawford and Venango Counties, and the Western New York and Pennsylvania Railroad serves Venango and Crawford Counties.

Aviation

Venango Regional Airport is the one commercial service airport in the region. Other general aviation facilities include: the Clarion County Airport, Port Meadville Airport in Crawford County, and the Titusville Airport in Venango County.

Reading Area Transportation Study MPO

Region description

The Reading Area Transportation Study (RATS) is the Metropolitan Planning Organization (MPO) for all of Berks County, and together with PennDOT, the MPO is responsible for the transportation systems throughout the county.

Transit

The South Central Transit Authority (SCTA) manages fixed route service provided by Berks Area Regional Transportation Authority (BARTA), serving the Reading area and surrounding counties. BARTA also provides demand response shared ride and paratransit service in Berks County.

Rail Freight

The Norfolk Southern is the primary provider of rail freight movements in Berks County. Shortline rail services are provided by Reading, Blue Mountain and Northern Railroad, East Penn Railroad and Eastern Berks Gateway Railroad.

Aviation

The Reading Regional/Carl A. Spaatz Field occupies approximately 870 acres and is situated three miles northwest of downtown Reading in Bern Township. Charter air passenger and cargo services, business aviation facilities and services for privately owned aircraft are provided at the Reading Regional/Carl A. Spaatz Field.

SEDA-Council of Governments MPO

Region description

The SEDA-Council of Governments (SEDA-COG) is the Metropolitan Planning Organization (MPO) for Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder and Union Counties. Together with PennDOT, the SEDA-COG MPO is responsible for the transportation systems in the eight-county district.

Transit

Lower Anthracite Transit System (LATS), administered by the Borough of Mount Carmel, offers fixed route service for the boroughs of Marion Heights, Mount Carmel and Kulpmont, and the Townships of Mount Carmel and Coal. Rabbittransit provides demand response shared ride and paratransit services to these counties. The Amtrak Pennsylvanian Keystone West passenger service passes through Mifflin and Juniata Counties along the Norfolk Southern Mainline Corridor, with an Amtrak station located in Lewistown, Mifflin County.

Rail Freight

The SEDA-COG Joint Rail Authority (JRA) owns the North Shore Railroad, Nittany and Bald Eagle Railroad, Juniata Valley Railroad, Lycoming Valley Railroad, and the Shamokin Valley Railroad. The Class 1 Norfolk Southern Railroad also operates throughout the MPO region.

Aviation

University Park Airport in Centre County provides commercial air service for the SEDA-COG region. Other municipal airports include the William T. Piper Memorial Airport in Clinton County, the Bloomsburg Municipal Airport in Columbia County, the Mifflintown Airport in Juniata County, the Mifflin County Airport, the Northumberland County Airport, the Penn Valley Airport in Snyder County, Danville Airport in Montour County, and the Sunbury Seaplane Base located in the Susquehanna River.

Shenango Valley Area Transportation Study MPO

Region description

The Shenango Valley Area Transportation Study (SVATS) is the Metropolitan Planning Organization (MPO) for all municipalities throughout Mercer County. Together with PennDOT, the SVATS MPO is responsible for the transportation systems throughout the county.

Region description

The York Area Metropolitan Planning Organization (YAMPO), together with PennDOT is responsible for the transportation system throughout York county.

Rabbittransit operates weekday Express Bus service from York to Harrisburg and York to Northern Maryland.

Aviation

Five general aviation airports serve York County and include the York Airport near Thomasville, the Baublitz Airport at Broque, the Bermudian Valley Airpark at Kralltown, the Kampel Airport near Wellsville, and the Capital City Airport in Fairview Township.

Southern Alleghenies Planning and Development Commission RPO

Region description

The Southern Alleghenies Planning and Development Commission (SAP&DC) is the Rural Planning Organization for Bedford, Fulton, Huntingdon and Somerset Counties (except for Paint and Windber boroughs in Somerset County, which are a part of the Cambria County MPO). Together with PennDOT, SAP&DC RPO is responsible for the transportation systems in the four-county region.

The Amtrak Pennsylvanian Keystone West passenger service passes through Huntingdon County, with a station located in the borough of Huntingdon (Tourist railroad offerings are available via the East Broad Top Railroad that features a five-mile tour behind a steam locomotive).

Rail Freight

Norfolk Southern provides rail freight service in Huntingdon County. CSX and Wheeling and Lake Erie provide rail freight services for Somerset County.

Aviation

There are two aviation service airports in the region, the Bedford County Airport and Somerset County Airport.

Southwestern Pennsylvania Commission MPO

Region description

The Southwestern Pennsylvania Commission is the Metropolitan Planning Organization (SPC MPO) for Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Lawrence, Washington and Westmoreland Counties, as well as the city of Pittsburgh. Together with PennDOT, the SPC MPO is responsible for the transportation system in the ten-county region.

Many of these agencies provide fixed route and demand response shared ride and paratransit services. PAAC transit is the region's largest and a primary provider of public transportation services. PAAC’s North Shore Connector now extends the Light Rail system from Pittsburgh's Golden Triangle under the Allegheny River to the North Shore.

Rail Freight

SPC is served by two Class I railroads: CSX and Norfolk Southern. Other railroads include Allegheny Valley Railroad, Wheeling and Lake Erie Railway, Aliquippa and Ohio River Railroad, PA Southern Railroad, Buffalo and Pittsburgh Railroad, Kiski Junction Railroad, Youngstown and Southeastern Railroad, and RJ Corman Railroad Group.

Aviation

Pittsburgh International Airport (PIT) is a world-class facility that serves more than eight million travelers annually. The airport is served by 14 air carriers and their subsidiaries. Several air cargo carriers also operate from this facility, including FedEx and UPS. The region’s other 16 public airports provide additional services for local travelers and support a thriving general aviation community. The Arnold Palmer Regional Airport in Latrobe also supports commercial aviation service.

The Williamsport Area Transportation Study (WATS) is the Metropolitan Planning Organization (MPO) for Lycoming County. Together with PennDOT, the WATS MPO is responsible for the transportation systems throughout the county.

Lycoming County is a member of the SEDA-COG Joint Rail Authority. Additionally, the Lycoming Valley Railroad and Norfolk Southern Railroad service the area.

Aviation

The Williamsport Regional Airport is a non-hub primary (scheduled service) airport. The airport is owned and operated by the Williamsport Municipal Airport Authority and provides commercial passenger service with daily flights to Philadelphia. Air freight services are also offered at the Williamsport Regional Airport.

Lackawanna Luzerne Transportation Study MPO

Region description

The Lackawanna Luzerne Transportation Study is the Metropolitan Planning Organization (LLTS MPO) for Lackawanna and Luzerne Counties. Together with PennDOT, the LLTS MPO is responsible for the transportation systems throughout the two-county region.

Transit

Major transit providers in the region include: the County of Lackawanna Transit System (COLTS), Luzerne County Transit Authority (LCTA) and Hazleton Public Transit (HPT), which provide fixed-route service to the region. COLTS and LCTA provide demand response paratransit service to senior citizens and persons with disabilities in their respective counties. There are three intermodal transportation centers within the region in Hazelton, Scranton and Wilkes-Barre that serve as hubs for transit, commercial buses and taxis, and include parking garages.

Railroads servicing this area include the Delaware-Lackawanna Railroad, Norfolk Southern Corporation, Reading Blue Mountain and Northern Railroad, Luzerne and Susquehanna Railroad Company, North Shore Railroad Company, and Pennsylvania Northeast Regional Railroad Authority (PNRRA).

Aviation

Commercial and freight air service is addressed by the Wilkes-Barre/Scranton International Airport located in Avoca, Luzerne County. Jointly owned and operated by Lackawanna and Luzerne Counties, and situated in close proximity to a Keystone Opportunity Zone, the airport complex consists of over 800 acres. This includes a 76,000-square-foot terminal, runway, adjacent hangars for the fixed base operator (Aviation Technologies), office facilities and airport land leased to a hotel/restaurant business. Two general aviation facilities operate in the region: the Wilkes-Barre Wyoming Valley Airport and Hazleton Airport. Seaman's Field is a privately owned airport located in Lackawanna County.

MPO for Blair County (Altoona MSA)

Region description

The Metropolitan Planning Organization (MPO) for Blair County (Altoona MSA) encompasses all of Blair County. Together with PennDOT, the MPO for Blair County is responsible for the transportation systems in the municipalities that comprise the MPO region.

Transit

Altoona Metro Transit (AMTRAN) services most of the urbanized area with a fleet of transit buses operating on several fixed routes. Blair Senior Services, Inc. provides demand response shared ride and paratransit services to elderly residents and to individuals with disabilities in and around the Altoona metropolitan area and Blair County. Amtrak provides east and westbound passenger service on a daily basis.

Rail Freight

Norfolk Southern Corporation is the major rail freight carrier in the region. The area also includes two short line operators: Everett Railroad Company and the Nittany and Bald Eagle Railroad.

Aviation

The Altoona-Blair County Airport provides commercial passenger service to Pittsburgh International Airport and to Baltimore Washington International.
